This top is designed to be cut at many different sizes and materiel thicknesses.
You can adjust:
Height: distance from bottom of point to (almost) the top of the curve in the top handle)
Diameter: the diameter of the disk that forms the top surface of the toy.
Materiel Thickness: This is responsible for the holes and tabs.

Note: it is possible to make a bad design by adjusting parameters. Too small a diameter with a thick materiel, etc..
Another Note: After playing with it a lot, I want more weight on the bottom for longer spin times. I have amended the design to allow two or three disks. I hope to cut and test soon.
